Luxon and Kurzicks Skill Availability
Make Kurzicks and Luxon Skill Available form AB, Fort Aspenwood and Jade Quarry.
I am not sure if Kurzick and Luxon Skills are available for Fort Aspen or Jade Quary but if it is not, make it available.
And make seperate skills for Luxons and Kurzicks, To add more Uniqeness.
Cause Both Luxon and Kurzicks have different Culture and etc, So they should to have their own Unique and Different Skills. I find it wrong if Luxons and Kurzick skills are shared together.

Good idea.
Small problem you face then, Aspenwood and Jade Quarry are PvP area's. you can also get there from The Temple Of Baltazahar. So then you make a differents between PvP and PvE Charaters. Im not finding that wrong but most people are.

There already is. I can't buy the skills on my PvP character when I talk to the guy in my Guild Hall.

I never said PvP chars should have it I just said make it available for AB, Fort Aspen and Jade Quary.
And make another batch of Skills for Luxons and/or Kurzick then seperate them.

They are PvE Only skills. Although AB is a bad example of PvP but it is still part of PvP (FA and JQ included). As long as it is players versus players mode, there is no way these kills should be allowed. Period.

I'd say instead make the skills obtainable from an NPC in the great temple of balthazar if they aren't already. As for preventing PvP's using them, they are disabled in PvP so the only safeguard needed is something to prevent PvP characters accidentally wasting faction on them.

And it would add even more grind to max out your characters stats.

Exactly.
I'm pretty sure Anet saw that too. Giving them seperate skills would just make people start to whine and bitch about whos skills are better and complain that theres are worse than the other factions... Seriously having 2 lots of skills would only cause more problems.
The faction divide is just for the storyline, it shouldn't make any difference what skills you get, hence why all elites in gone Eternal Grove/Gyala Hatchery can be found on both sides of the territory.

Whats the point Kurzicks and Luxons say they are the best = p.
And why would someone complain which is the best? Only noobz would do such thing and let them be. And If that ever happens it would just last for a week or two = p!
Any Luxon can Learn Kurzicks and Vice-Versa, It just affects what type of Title you're wearing.
But I dunno why, whats the Logic?
Why can't you equip them in FA, JQ and AB?
It's just all about the Conflict of the Luxons and Kurzicks?

Competitive challenges are PvP areas.
